I keep getting what look like blisters on and between my toes.  They ooze a clear liquid and itch like crazy.  I have seen my doctor in the past and was prescibed Elocon cream.  It worked for a while for the itching, but the symptoms never went away.  I have tried Lamisil in the past and that didn't work that well either.  Is this eczema or athlete's foot?

Heather you have Athlete's foot.  This a fungal infection. In the early stages there are blisters which contain highly infectious fluid.  The fluid then leads to itching and cracking and powdery dry appearance to your foot or moisture between the toes.  You then enter the chronic or long term stage which is dryness and itching.

Elocon will not do the trick alone.

Lamisil should, however you must use it twice daily for a month or longer if there is still visible infection.  The full month has to be completed.

After that you might need to use the cream several times per week to keep away the infection.  The fungal infections come back easily.  You also will want to disinfect your shoes so you don't re-infect your foot. Tineacide spray works well.

If Lamisil does not work, there are prescription creams.  For the itching you can use the Elocon or over the counter Cortizone.

Keep your feet dry between the toes.  Don't cover the blisters.
