Severe spinal stenosis

Question
My husband has severe-grade spinal stenosis quite extensively through L2-L-5, S-1.  He was on the verge of an emergency major spinal operation because he was in extreme pain, could not walk or stand and was dizzy when standing.  His cardiologist did not want to sign off because he had heart failure 2 yrs ago and two episodes of PE 8 and 6 years ago.  I sort out minimally invasive surgeons in NYC and was told his problem is too far gone to be helped with what they do.
In desperation I went to the internet and got interested in the decompression therapy and the Class 4 laser, which healed my cat miraculously of mouth sores no one could get rid of.  I found a wonderful chirapractor with the 3Dactive Trac and the Class 4 laser.  After 9 treatments he was off pain pills and out of his wheelchair on a walker.  Unfortunately, he had a prostate opeartion in the midst of this treatment and had to stop for a while.  The pain started to come back.  He is back getting the treatments and they are starting to help again.  
However, he has serious muscle loss and range of motion. He had a 4th spinal epidural in Nov. and on that day that is when the nightmare started.  He could not lift his feet up to get into the car and the serious pain started.  
My question is:  As helpful as the 3D Acgtie Trac seems to be would he get more benefit from the DRX 9000?  I also beleive he needs physical therapy to build up his muscles and range of movement, especially lifting, raising his feet, etc.  He can not stand but for a few minutes without holding on and can only walk a short distance with a walker.  Who would be the best to evaluate him for this treatment?

We used to use the 3D active trac for spinal decompression, now we only use the DRX 9000.
