There is a publication put out by HUD that addresses specific issues regarding accessibility.
If you are building from a set of plans, I would be happy to review your building plans and submit recommendations that would help you make your project totally accessible.
The first and major issue would be both exterior wheel chair ramps and curb cuts. I would think that you have already considered these already.
In defining accesiibility, a major primary consideration is making the interior of the units accesiible from the exterior.
Once exterior access has been handled, thought is directed to interior accessibility. Interior accessibilty would include and not be limited to stair lifts to upper levels, counter and cabinet heights, specially designed range tops, refrigerators, cammodes, wall switches, 36" door openings or flush mounted door hinges, etc. safety shower stalls, etc.
