   Yes, it is possible.  Some cultures believe the length of your neck conisides with your beauty.  You might have seen pictures in magazines showing people with metal rings around their necks, they add them slowly (years)and eventually lengthens their neck.  However this process causes plastic deformation of the soft tissues and the rings have to be worn for life.  
   Cervical traction can be performed to the neck.  This helps increase disc space and stretch the soft tissues gently.  Over several treatments it may increase the neck length very slightly.
