whats the most cost effective way to detect a comressed disc?  Wha'ts the best way to relieve and put back in place a compressed cervical and lumbar disc?

      The most cost effective way to see if your disc is compressed is by x ray, but an mri will look to see why your disc is compressed (for example: disc bulge or herniation or dessication)
Being that you haven't told me your history, age, etc.. i can't be of much more help then that.
based on that test i could answer your second question. some disc conditions are permanent, but can be managed by chiropractic. others are more severe and need more intervention. disc do not misalign, only the spine does. the best and only way to re align the spine is through chiropractic care. good luck!
