Yes, a piece of shrapnel lodged in the neck at the right spot could cause tremors. But usually the first thing that is done when a piece of shrapnel is involved is xrays. From these it should be possible to tell if it is in a vital area.
I cannot direct you to scientific research on the subject. Most scientific research today is not true research, just a effort to prove that the rich man is right. Look up your own research.

There is a search engine out there called Mantis, among others, which might be able to search the research litetature to find what you need. It would be a case history, since reserchers do not usually put a piece of shrapnet in a body to see what it will do.
