what is a complainant in the medical field.

The only place that I have heard or seen it used is in regards to law.  The complainant is the person who registers a complaint, or the plaintiff.
I guess that it could relate to a dis-satisfied or injured patient after medical care was rendered.  I have never had such an occurrence so I am unfamiliar with that terminology as far as health is concerned.
