Perhaps you have neither the time nor interest, if not I do understand.

I am wondering if you might have any information on a people in Cape Town with a different bone structure. I saw, some years ago a research on an extended family, perhaps cape colored or of Portuguese descent with a bone structure enabling them to touch their elbows in the back as well as the front of their body. I seem to recall it was either the lack of or perhaps a malformed bone. I抦 afraid I can remember little else. Have you ever heard of this?

No, I've never heard of the difference in bone structure.  You might want to look into contacting teaching hospitals to see if they have an interest in it, or contacting medicals schools.  Sometimes students do reports of things like that.
